Lessons Learned from a Regional Approach to Open Data and Civic Apps

Since Washington, DC, launched Apps for Democracy, the popularity of public sector open data initiatives and software application design contests has been on the rise at the State and local levels. Nevertheless, these initiatives face three major challenges, and all three relate to support and adoption:

1. support and adoption from public sector agencies, departments, bureaus, and elected officials;
2. support and adoption from software developers; and
3. support and adoption from the users of software apps and open data.

Bio:

Skip Newberry serves as Economic Development Policy Advisor to Portland Mayor Sam Adams. A significant portion of Skip's work focuses on developing initiatives to support Portland's software and digital media industries. Last year, Skip's projects included helping to draft the City of Portland's open source procurement and open data policy, which was adopted by Portland City Council in September of 2009. Since then, he has been working with Portland's Bureau of Technology Services to launch Civic Apps for Greater Portland the nation's first regional open data and software application design contest. Other recent projects include contributing to the development of a community broadband strategy for Portland and identifying ways for local government to serve as a test market for new and innovative technology.

In the case of biometrics there's a lot of misinformation out there. For example Hollywood shows people being identified by mere pixels or artificially aged yearbook photos.

Bio:

Dr. Alex Kilpatrick is responsible for technology development, research, infrastructure, and analysis at Tactical Information Systems.

Dr. Kilpatrick was formerly an Air Force officer, performing and managing R&D in the space and software fields, as well as managing the entire Air Force basic research program in Computer Science. He has also developed a variety of advanced components and infrastructure for training systems used by thousands of learners in major US companies, as well as giving invited lectures and a keynote at national training conferences. Dr. Kilpatrick has also conducted research in Social Network Analysis, Ontologies, Intelligent Agents and microelectronic work for DARPA.

Tony Quan aka TEMPT1 was a graffiti artist in LA. He was paralyzed with ALS in 2003. His method of communicating was via a $15k+ eyetracker system that allowed him to type; TEMPT1's drawing career seemed over.

Enter our speaker, the artist Zach Lieberman (http://thesystemis.com/). Working with collaborators he built a $50 eyetracker called the EyeWriter (http://thesystemis.com/projects/eyewriter/). TEMPT1 was able to use this to draw again. His digital graffiti twas projected on buildings by the EyeWriter team live.

I am an artist, researcher, hacker dedicated to exploring new modes of expression and play.
I love to make things.
I develop and am one of the co-founders of openframeworks, a c++ library for creative coding. I am working on the eyewriter project, a lowcost / opensource hardware and software toolkit that helps people draw with their eyes. This semester I am teaching a course about the eyewriter at parsons school of design. A few performances / installations with buildings created by yesyesno, a company I co-founded: Night Lights and Lights On I’ve worked with a great magician, Marco Tempest, developing new tricks: AR Magic 1.0 and Magic Projection 1.0. A few years back, I’ve also worked Mago Julian, making opensourcery, a performance that mixed software and close magic. I also worked on the IQ font, a project where a stunt driver drives a typeface. I’m one of the developers of rhonda, a 3d drawing tool that helps people sketch ideas simply in 3d. See also sonic wire sculptor, it’s musical cousin. I’m also helping with the development of jigazo, a reconfigurable jigsaw puzzle.
News: I’m honored to report that the EyeWriter project has won the Design of the Year (interactive) from London Design Museum, FutureEverything prize from the future everything festival and the Golden Nica in Interactive Art at Ars electronica. Also, the IQ Font project won the Cannes Design Lion.
